1. Some fluffy cats are persians, or just long haired cats.
2. Good old Domestic Longhairs can be very fluffy!

They're great because they're a dime a dozen, come in all colors and you don't have to spend a lot on one. :)
Good luck!
3. Persians are fluffy.
4. Persian, Maine Coon, Birman, Ragdoll, Norwegian Forest Cat, to name a few. Make sure she's ready to handle a long-haired cat, they require a lot of grooming to make sure their coat doesn't mat. Also, consider a Domestic Long-Hair. They're just your average, run-of-the-mill cat, usually have great personalities and are a lot cheaper than purebreds. Good luck to you.
5. Siberian, Maine Coon, Persian, Ragdoll, Ragamuffin, Himalayan, and Norwegian Forest Cats are all long haired, fluffy breeds. Your best bet would be to go to a shelter and find a Domestic Longhair. Keep in mind long haired breeds have to be meticulously groomed daily to keep hairballs and matted fur at bay.
My guy Cornbread is a fluffy Domestic Mediumhair and he's just a big cuddlebug.

7. Note that "fluffy" can mean LOTS OF GROOMING. How old is your "little sister"? If she's just a kid there's no way she's going to keep up with the grooming that a longhaired cat requires. Breeds like the Persian have to be combed - not brushed - AT LEAST EVERY OTHER DAY ALL YEAR LONG or the coat will mat. The Ragamuffin and Ragdoll both have longer coats but their fur is virtually mat free. But these are pedigreed cats and quite expensive.
No clue how old you are or how old your sister is but why don't you go to a shelter and adopt a cat? Pick a cat that has fluffy fur but in a medium length so it won't require much upkeep.
8. persian cats are fluffy and very sweet
