How to become a licensed dog/cat rescue?

Hi, I have been rescuing dogs and cats for years and am looking for information on becoming a licensed rescue because I would like to advsertise my animals on petfinder and be able to have legal adoption contract. If you have done this, could you give me the steps you went through to get your license, and what I need to do to get started? Thanks!
I know I will have to contact legal people in my city, I was just wondering what order you went in? who did you contact? was it worthit to be licensed?what were the benefits?

4. You need to contact your county and state to see what's involved in becoming a non-profit organization. Consult a good lawyer for the contract work. Make sure that you have the ability to house, feed, care and vet these animals while awaiting their new homes. Make sure that you stay within the legal numbers set down by your zoning ordinances too. Some places you don't need a license. Fund raising will be needed unless you have some wealth to take care of these animals. Start out slow at first. Be careful that you don't start taking everything that comes by because you may not be able to do right by the animals. Sadly some rescues become so overburdened that the animals suffer from over crowding, sickness, and lack of care.
